A lot of businesses start thinking about the actual promotion before their objectives, for example, 'I need a Facebook Ad' or 'I need some flyers'. That's where you need to stop and think about your end goals. We'll need to break down how many clients you want. How many enquiries will you need to convert to the number of clients you need. What's your budget? When do you need this done by?
What you need, is not to brief someone on your graphics for your new flyer or create wonderful Facebook Ads ... well, not yet anyway. Firstly, you need a Campaign Strategy. This will outline your key objectives, current and past promotions and outcomes, target audience, brand positioning, products/services, marketing budget, timeline, resources and such like.
Then, once you have a direction and it aligns with your overall marketing strategy/brand strategy (if you have one). Even if it's not a formal one, you need to check that your plan fits with your business values and objectives.

This will include your marketing activities, when they will be implemented, how much they will cost and the anticipated outcome so you can conduct a campaign analysis afterwards. Why is that important? So that you can either change direction mid-campaign, or you can use the statistics to make informed decisions about your future marketing activities.
